In 2014, there are 247 working days in Russia (of which 6 are shortened) and 118 days off.

- Rules for transferring days off: The Labor Code of the Russian Federation establishes 14 non-working holidays in the year - these are January 1, 2, 3, 4, 5, 6 and 8 - general New Year holidays, January 7 - Christmas, February 23 - Defender of the Fatherland Day, March 8 - International Women's Day, May 1 - Spring and Labor Day , May 9 - Victory Day, June 12 - Russia Day and November 4 - Day national unity.
If a non-working holiday coincides with a day off, the day off is transferred to the next working day after the holiday. The scheme for transferring weekends for 2014 is shown in the calendar - transfers are indicated by translucent arrows. This year there are not so many such postponements - a total of 3 weekends have been postponed:
light blue arrow - from January 4 (Saturday) to May 2 (Friday);
light purple - from January 5 (Sunday) to June 13 (Friday);
light red - from February 24 (Monday) to November 3 (Monday)

- About shortened working days: Working hours, usually directly preceding a non-working holiday, is reduced by 1 hour. This year an unusual situation has arisen: on February 24, the shortened working day comes after the holiday! The fact is that the day off was moved from this date, just to the short pre-holiday day (November 3) and according to the rules of transfer established in Government Decrees, this day has the same working hours as the one being replaced, i.e. shorter by 1 hour. (We believe that understanding managers will postpone the start of the working day for this hour... :)

The production calendar shows the standard working hours for months, quarters and 2014 as a whole for 40-, 36- and 24-hour work weeks, as well as the number of working days and days off for a five-day work week with two days off.

According to Article 112 Labor Code of the Russian Federation (hereinafter referred to as the Labor Code of the Russian Federation) (as amended by the Federal Law of April 23, 2012 N 35-FZ), non-working holidays in the Russian Federation are:

The Labor Code of the Russian Federation establishes that if a day off coincides with a non-working holiday, the day off is transferred to the next working day after the holiday. The exception is weekends that coincide with non-working holidays in January. The changes made to Art. 112 of the Labor Code of the Russian Federation, Federal Law No. 35-FZ dated April 23, 2012, provides that the Government of the Russian Federation has the right to transfer two days off from the number of days off that coincide with non-working January holidays to other days in the next calendar year.

In accordance with part five of Art. 112 of the Labor Code of the Russian Federation, for the purpose of rational use by employees of weekends and non-working holidays, weekends may be transferred to other days by the Government of the Russian Federation. At the same time, the procedure for transferring days off is clearly regulated. It has been established that the regulatory legal act of the Government of the Russian Federation on the transfer of days off to other days in the next calendar year is subject to official publication no later than a month before the start of the corresponding calendar year. The adoption of normative legal acts on the transfer of days off to other days during the calendar year is permitted subject to the official publication of these acts no later than two months before the calendar date of the established day off.

Decree of the Government of the Russian Federation dated May 28, 2013 N 444 “On the postponement of weekends in 2014” due to the coincidence of holidays non-working days On January 4 and 5 with Saturday and Sunday, and on February 23 with Sunday, the transfer of days off is provided from Saturday, January 4 to Friday, May 2, from Sunday, January 5, to Friday, June 13, and from Monday, February 24, to Monday, November 3.

Thus, taking into account the transfer of days off in 2014, the period of New Year holidays for employees will be 8 days - from January 1 to 8, 2014. In May 2014, the duration of workers' rest associated with the Spring and Labor Festival will be 4 days - from 1 to May 4, and the rest periods associated with the celebration of Victory Day will be 3 days - from May 9 to 11, and for National Unity Day - 4 days (from November 1 to 4). In this case, the norm of Art. 110 of the Labor Code of the Russian Federation, according to which the duration of weekly continuous rest should not be less than 42 hours.

Federal Law of July 22, 2008 N 157-FZ Article 91 of the Labor Code of the Russian Federation was supplemented with part three as follows:

“The procedure for calculating the norm of working time for certain calendar periods (month, quarter, year) depending on the established duration of working time per week is determined by the federal executive body exercising the functions of developing state policy and legal regulation in the field of labor.”

Currently, there is a procedure for calculating working time standards for certain calendar periods of time (month, quarter, year) depending on the established duration of working hours per week, approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 N 588n.

In accordance with this Procedure, this norm is calculated according to the estimated schedule of a five-day working week with two days off on Saturday and Sunday, based on the duration of daily work (shift), for example, with a 40-hour work week - 8 hours, with a work week of 36 hours it will be 7.2 hours; with a 24-hour work week - 4.8 hours.

The length of the working day or shift immediately preceding a non-working holiday is reduced by one hour. In 2014, such pre-holiday working days are March 7, April 30, May 8, June 11 and December 31. The duration of work on Monday, February 24, is also reduced by one hour, since according to the current Procedure, in cases where, in accordance with a decree of the Government of the Russian Federation, a day off is transferred to a working day, the duration of work on this day (former day off) must correspond to the duration of the working day, to which the day off is moved (on in this case November 3 was a pre-holiday day).

The standard working time calculated in the specified order applies to all work and rest regimes.

For example, in January 2014, with a five-day work week with two days off, there would be 17 work days and 14 days off.

Working hours this month will be:

with a 40-hour work week - 136 hours

(8 hours x 17 days);

with a 36-hour work week - 122.4 hours

(7.2 hours x 17 days);

with a 24-hour work week - 81.6 hours

(4.8 hours x 17 days).

In 2014, with a five-day work week with two days off, there will be 247 working days, including the 6 working days shortened by one hour as indicated above, and 118 weekends and non-working holidays.

The standard working hours in 2014 will be:

with a 40-hour work week - 1,970 hours

(8 hours x 247 days - 6 hours);

with a 36-hour work week - 1,772.4 hours

(7.2 hours x 247 days - 6 hours);

with a 24-hour work week - 1,179.6 hours

(4.8 hours x 247 days - 6 hours).

Production calendar for non-working days and holidays in the Russian Federation.

The following are not working days:
January 1, 2, 3, 4 and 5 - New Year holidays, weekends and holidays on New Year's Day;
January 7 is a holiday "Nativity";

The production calendar for 2014, also known as the working calendar, allows you to find out in advance whether the pre-holiday day is shortened, on what dates we rest and whether we work on Saturday and Sunday over the past weekend. Every manager should have a production or work calendar at hand!

In Russia, if a holiday falls on a weekend, it is transferred to the next working day after the weekend. On the eve of non-working holidays, working hours are reduced by one hour (part one of Article 95 of the Labor Code of the Russian Federation), including for employees who have a reduced working time.

Notes on the production calendar for 2014

According to Article 112 of the Labor Code of the Russian Federation, non-working holidays in production calendar for 2014 are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays;
  • Jan. 7 - Nativity;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • 1st of May - Labour Day;
  • 9th May - Victory Day;
  • 12 June - Russia Day;
  • November 4 - National Unity Day.

If a day off coincides with a non-working holiday, the day off is transferred to the next working day after the holiday, with the exception of weekends coinciding with non-working holidays in the period from January 1 to January 8. The Government of the Russian Federation transfers two days off from the number of days off that coincide with non-working holidays, from January 1 to January 8, to other days in the next calendar year in the manner established by part five of this article.

You should also pay attention to a pleasant feature production calendar for 2014- there are no working Saturdays and Sundays.

In accordance with production calendar for 2014 New Year holidays will last 8 days, the first working day will be January 9. In March 2014, Russians will also have three days off in a row: March 8, 9 and 10. On May holidays Russians will have a pleasant surprise: four weekends in a row - from May 1 to May 4 inclusive, and in May there will be a week with three non-working days: 9, 10 and 11 May. In November, Russians also expect four weekends in a row: from November 1 to November 4.

For the purpose of rational use by employees of weekends and non-working holidays, weekends may be transferred to other days federal law or a regulatory legal act of the Government of the Russian Federation. In this case, the regulatory legal act of the Government of the Russian Federation on the transfer of days off to other days in the next calendar year is subject to official publication no later than a month before the start of the corresponding calendar year. The adoption of regulatory legal acts of the Government of the Russian Federation on the transfer of days off to other days during the calendar year is permitted subject to the official publication of these acts no later than two months before the calendar date of the established day off.
